Fulbright Foreign Student Program (US): How to Apply
The Fulbright Foreign Student Program funds graduate students, young professionals and artists from abroad who want to study or research in the United States. Applications are not submitted centrally. You apply through the Fulbright Commission or U.S. Embassy in your country of citizenship, and each country's program runs its own track.
Administered by: U.S. Department of State, administered binationally by Fulbright Commissions and U.S. Embassies

Application — step by step
- 1
Find your country's Fulbright program
Fulbright is decentralized. You must apply through the Fulbright Commission (in the ~49 countries that have one) or the U.S. Embassy / Public Affairs Section in your home country. Start on the country pages of foreign.fulbrightonline.org to see whether a program exists for you and who administers it.
- 2
Confirm your country's eligibility and timeline
Each country sets its own eligibility limits, award numbers and application dates. Fulbright runs on a yearly cycle, applications generally open roughly 15 months before the grant start and close about 11-12 months before it.
- 3
Complete the online application
Candidates submit the Fulbright online application and supporting documents to their respective Fulbright office / embassy per the country-specific instructions. The application typically covers academic background, study or research plans, a personal statement and the project proposal.
- 4
Interview & in-country screening
Eligible applicants may be interviewed by the Fulbright Commission or Embassy. The in-country stage screens and ranks candidates before nomination.
- 5
Nomination & final selection
The Commission/Embassy nominates its candidates, and final selection for grant funding is made by U.S. authorities in Washington, D.C.
- 6
